 ORGANISATIONAL  SETUP
 

The PWD, Arunachal Pradesh consists of two Zones, namely Eastern and Western Zone. The administrative head at the apex of the organization is the Commissioner, PWD, who functions under the Policy Directive of the Minister PWD. A Chief Engineer heads each Zone. In the Zonal Office one Additional Chief Engineer is posted to Assist the Chief Engineer. A Chief Engineer is also assisted by Superintending Engineer (Headquarter) for coordinating the Technical Works and progress of various schemes and also administration of staff in the Zonal Office.

On Financial, Budgetary and Contract matters Chief Engineer is assisted by a Senior Finance and Accounts Officer who is the In-charge of Accounts, Contract and Budget Section. He is invariably drawn from Audit and Accounts Department.

The Establishment Branch is headed by a Administrative Officer. For Planning and Designing in the Zonal office, Chief Engineer is assisted by a Superintending Surveyor of Works (SSW) with a team of Technical Officers.

There are Five Circles under Eastern Zone and three Circles under Western Zone. Each Circle is headed by Superintending Engineers. In the Circle office Superintending Engineer is assisted by Executive Engineer (HQ) for coordinating technical works and progress of various schemes and also administration of the staff in the circle.

For Planning and Designing, Superintending Engineer is assisted by a Planning Unit, headed by Executive Engineer (Planning) with a team of technical officers.

Capital Circle under Western Zone is designated as co-ordination Circle. Function of the Co-ordination Circle is to ensure proper co-ordination in the matter of Recruitment, Promotion, Confirmation, Transfer, etc. of Junior Engineers, Ministerial Staff, Engineering and Drawing staff, Group-?D? staff & W/C staff.

There are nineteen (19) Divisions under Eastern Zone and thirteen (13) Divisions under Western Zone.

Each Division is headed by Executive Engineer which has three branches:

Correspondence branch under Head Assistant, Accounts branch under JAO/ DAO normal drawn from A.G., Shillong and Drawing Branch for drawing and estimate works. Some of the Divisions which particularly heavily work loaded have been strengthened by posting of one Asstt. Surveyor of Works (ASW) and Junior Engineers to assist Executive Engineer.

Each Divisional office has 3- 5 Sub- Divisions.

There are sixty-four (64) Sub- Divisions under Eastern Zone and forty-five (45) Sub- Divisions under Western Zone.

Each Sub - Division is under In-charge of Assistant Engineer/ Assistant Executive Engineer who is assisted by 3-4 Junior Engineers/ Section officers posted under him.

Jurisdiction: Districts in the eastern half fall under the Eastern Zone while those in the western half fall under Western Zone as follows:

      1. Eastern Zone: Districts of Upper Subansiri, West Siang, East Siang, Upper Siang, Dibang Valley, Lower Dibang Valley, Lohit, Changlang and Tirap.

      2. Western Zone: Districts of Tawang, West Kameng, East Kameng, Kurung Kumey, Papum Pare and Lower Subansiri.
